The CCC’s agenda for the future of construction and HVAC
The Committee on Climate Change’s (CCC) most recent update on how the UK is progressing towards the achievement of emissions-based targets, such as net zero by 2050 and the carbon budgets, has certainly been listened to. There is no doubt that it influenced the Chancellor's recent Summer Economic Update and the decision to target a green recovery from the Covid-19 crisis.
So, what does the CCC see as the future of construction and what can be done to prepare for the changes this will make to HVAC specification?
Compliant solutions under changing Part L and Part F
Before the end of 2020, industry will need to adapt HVAC strategies and building design in order to adhere to new compliance regulations.
This is in the wake of the Government’s consultation to update Part L and Part F of the Building Regulations for new residential developments.
The aim of this consultation was to begin aligning the built environment with the future direction of UK sustainability policy – changing compliance targets, planning requirements and, ultimately, the way we supply heat and clean air to new homes.
Primary energy – the new compliance metric
For new developments, the focus of compliance is changing.
The EU’s Energy Performance of Buildings Directive (EPBD) requires the UK to build Nearly Zero Energy Buildings from the 31st December 2020. To comply with this target, government is using the approaching update to Approved Documents L and F of the Building Regulations to enforce the terms of the EPBD, and the consultations for this update will be released later this year.
This change in UK law has the potential to dramatically alter the way we design and build new developments before the end of 2020, but the exact details are still uncertain.
